Summer Construction 2022
More than 40 capital improvement projects are underway on the Urbana campus this summer. Upgrades to facilities are vital to meeting the university’s strategic goals and feature classroom and laboratory modernizations, accessibility improvements, life-safety upgrades, infrastructure renewal, and enhancements to building mechanical systems in support of energy conservation efforts.
Project Summaries
1. COORDINATED SCIENCE LABORATORY – MASONRY REPAIR
This work will repair the masonry wingwalls at the west entry to Coordinated Sciences Laboratory, which have settled over time. Additionally, the work will address the paver entryway and improve drainage to properly disperse water and prevent pools from developing on the sidewalks of the North Quad. The F&S Engineering Services plans will redesign the location to restore symmetry after the Electrical and Computer Engineering Plaza was built by creating a new symmetrical oval paver space. Sustainable materials will be included with permeable pavers and proper underdrains to eliminate any potential ponding. Two light fixtures will also be replaced.
2. NORTH CAMPUS CHILLER PLANT – COOLING TOWER REPLACEMENT
Three new cooling towers will be constructed on North Campus Chiller Plant roof (305 N. Mathews Avenue) to help provide reliable chilled water service to campus. The new towers will be located on the south side of the roof, and the work will also include mechanical, electrical, and plumbing components and related systems needed for the towers to be installed and function. A future project will remove the existing towers once they are decommissioned.
3. COMPUTING APPLICATIONS BUILDING – REPLACE TWO ELECTRICAL TRANSFORMERS
F&S high voltage electricians will replace two electrical transformers at the Computing Applications Building.
4. TALBOT LABORATORY – REPLACE TWO ELECTRICAL TRANSFORMERS
The F&S high voltage electricians will upgrade electrical transformers at Talbot Laboratory.
5. ENGINEERING SCIENCES BUILDING – IQUIST LABORATORY RENOVATION AT 1ST FLOOR TOWER
To provide laboratory spaces for the Grainger College of Engineering’s Illinois Quantum Information Science and Technology Center, infrastructure upgrades will be made to Engineering Sciences Building utilities, environmental controls, and electrical service. Office and collaboration spaces will also be renovated as a part of the work.
Advanced Computation Building
6. ADVANCED COMPUTATION BUILDING – UPGRADES
Two uninterruptable power systems (UPS) units that serve the Technology Services managed data center will be upgraded. The replacement of the existing UPS units is necessary to provide the capacity needed for current equipment loads and replace the existing units nearing the end of their useful lives. The existing locations will be reused, requiring a rapid shutdown, removal, installation, and turn-up of the new units. F&S shops and departments will perform the construction work.
ROOF REPLACEMENT
This project replaces the existing low slope roofing at the three-story tower area. Unused rooftop HVAC equipment and associated exposed steel structures will be removed to help gain increased roof access. The HVAC equipment is no longer needed after the building was connected to the Campus Chilled Water System. F&S Engineering Services and Construction Services will collaborate on this project.
REPLACE BUILDING STEAM SUPPLY AND CONDENSATE RETURN
This project will replace the steam supply and condensate return. The piping will be replaced between the parking lot vault south of the building and the mechanical room entrance. All existing piping will be replaced with new materials. The work will be performed by internal F&S Crafts & Trades over a three weeks.7. MATERIALS SCIENCE AND ENGINEERING BUILDING – SUBSOIL DRAINAGE REPAIR
Drainage improvement work at the Materials Science and Engineering Building will address water intrusion occurring at the northwest corner of the facility. F&S shops will be utilized to scope the piping and either clear the pipes or replace the drainage pipes from the building out. Also, the roof drain will be rerouted back into any new piping to allow the water to drain away from the building. The interior walls will be evaluated for additional waterproofing to seal the interior space. Site restoration will be performed as needed following these improvements.
Lot C7
8. CENTRAL CAMPUS PARKING STRUCTURES – REMODELING/CONSTRUCTION
The $21M project will rehabilitate Lot C7, 510 East John Street, and C10, 812 S. Fifth Street, parking structures. The upgrades will include installing supplemental steel beam support systems and repairs to concrete delaminations and spalls. The work will also include restorations to the building façade through the replacement of coping stones and flashing, brick repairs, and protective screening at the top level and all exterior above grade openings. Elevator upgrades, new waterproofing systems, stair repairs, landscaping, sidewalk enhancements, and improvements to mechanical, electrical, and plumbing will also be made. The parking structures shall remain open as much as possible during rehabilitation. The project will also assist the Parking Department with the continued development of a long-term parking strategy for the central campus area.
9.PARKING LOT C3 – IMPROVEMENTS
Lot C3, near John Street and Sixth Street, will undergo a complete reconstruction before the start of the fall semester. Improvements will include a durable paving surface, new lighting, and greater Americans with Disabilities Act (ADA) compliance. Additional features that will be a part of the work are permeable pavement, a new apron to Sixth Street, new curb cuts, and adjusted catch basins and inlets to prevent runoff. Also, an area for a future dumpster enclosure for the Illini Union Bookstore will be designed.
10. NOYES LABORATORY – BUILDING EMERGENCY MASONRY RECONSTRUCTION
Existing masonry firewalls and chimneys in the courtyard of Noyes laboratory will be repaired and reconstructed. The inactive chimneys will be removed and capped at the roof level. Current equipment will be removed from the flat roof areas and membrane roofs will be replaced. The Illinois Capital Development Board will manage the project.
11. MEDICAL SCIENCES BUILDING – FIRE ALARM UPGRADES
The F&S high voltage electricians will install new alarm devices, conduit, and wiring at the north end of the third floor. The work will ensure that this part of the facility is consistent with recent improvements throughout the rest of the building.
Krannert Center for the Performing Arts
12. KRANNERT CENTER FOR THE PERFORMING ARTS – ACCESSIBILITY AND ELEVATOR UPGRADES
The project will improve accessibility in the Colwell Playhouse and modernize public elevators one and two in the Krannert Center for the Performing Arts (KCPA), which are original to the 1969 construction of the facility. KCPA’s design and construction occurred before the ADA and the Illinois Accessibility Code. These upgrades will provide improved functionality and an overall better experience for individuals with disabilities while visiting the facility. The KCPA elevators and systems are original to the 1969 construction completion date, and many of the primary components are now beyond their useful life. The work will focus on the upgrade of elevator two. Improvements were made to the facility’s larger elevator last year. Elevator one will remain in operation and available over the summer.
13. LEVIS FACULTY CENTER – AIR HANDLER UNITS RENOVATION
Work at the Levis Faculty Center will include repairing or replacing components of the existing basement air handler. Additional work that will improve the function of the air handler and improve air distribution in the basement areas is also included. F&S Construction Services and Engineering Services will be involved with project delivery. New air handlers and ductwork will be installed. Direct digital control systems will be integrated with the new HVAC system.14. SPURLOCK MUSEUM – DOMESTIC WATER SYSTEM PIPING MODIFICATIONS
This project will connect an 8” water main on the east side of Spurlock Museum to an 8” water main on the south side of the facility (approx. 280 LF of 8”).
Ice Arena – Infrastructure Upgrades
15. ICE ARENA – REPLACE BUILDING STEAM SUPPLY AND CONDENSATE RETURN
Campus steam supply and condensate return to the facility will be replaced. The construction will include excavation between the Ice Arena and Armory, including crossing Armory Avenue, which will be closed during the three-week construction period. The existing piping between the building will be removed and replaced with new materials. The work will be performed by F&S Crafts & Trades.
16. ABBOTT POWER PLANT – MAIN SUB-STATION – ELECTRICAL PREVENTATIVE MAINTENANCE WORK
F&S high voltage electricians will perform maintenance work on the campus main sub-station on South Oak Street.
INSTALL BOLLARDS IN FRONT OF EXTERIOR GAS PIPING
A system of concrete bollards will be installed to protect the high-pressure gas transmission piping adjacent to Abbott. This work is to enhance the safety of the gas system. This is an Illinois Capital Development Board-managed project.
The Armory
17. ARMORY – REPLACE ROOFING AND MASONRY REPAIR
Approximately 11,000 GSF of roofing on the Armory will be replaced. The work will also include rebuilding the masonry parapet wall and installing new flashing, tuckpointing, and replacing the two-story arched windows. The project area consists of the two-story portion on the east side of the armory and the two tower spaces on the third story at the southeast and northeast corners of the building. Care will be taken so as not to disturb the existing landscape around the perimeter of the facility throughout the work. The Illinois Capital Development Board will manage the project.
18. CAMPUS RECREATION CENTER EAST – REPLACE ACCESS CONTROL TURNSTILES
Current access control entryways at the Activities & Recreation Center (ARC) and Campus Recreation Center East (CRCE) will be replaced with new access control turnstile type barrier systems that will increase security to the facilities and occupants. The existing access control barriers will be removed, and new electrical and data infrastructure will be installed to operate the system. The work will be delivered through F&S Construction Services.
19. LINCOLN AVENUE RESIDENCE HALL – REPLACE BUILDING STEAM SUPPLY AND CONDENSATE RETURN
This project is the second phase in replacing the steam supply and condensate return to Lincoln Avenue Residence Hall (LAR). The piping will be replaced in areas on the east side of CRCE with new materials. The work will be performed by F&S Crafts & Trades.
20. MADIGAN LABORATORY – BUILDING EMERGENCY MASONRY RECONSTRUCTION
Existing chimneys will be reconstructed, and the flashing and caps will be replaced at Madigan Laboratory. The Illinois Capital Development Board will manage the bid process and contracts.
MULTIPLE BUILDING CONTROL UPGRADES
Deferred maintenance work will upgrade control systems and associated air handling units, pumps, and exhaust fans. F&S Crafts & Trades will perform the work and coordinate any outages with affected colleges and departments.
MULTIPLE BUILDING EMERGENCY REPAIRS
The work will address urgent deferred maintenance items using F&S Crafts & Trades to upgrade aging building system components. The scope may also include additional repairs to subsoil drainage systems.
21. ANIMAL SCIENCES LABORATORY – MULTIPLE BUILDING CONTROL UPGRADES
Deferred maintenance work will upgrade control systems and associated air handling units, pumps, and exhaust fans. F&S Crafts & Trades will perform the work and coordinate any outages with affected colleges and departments.
22. WOHLERS HALL – BUILDING EMERGENCY MASONRY RECONSTRUCTION
Existing chimneys will be reconstructed, and the flashing and caps will be replaced at Wohlers Hall. The Illinois Capital Development Board will manage the bid process and contracts.
23. BASKETBALL COURT RENOVATION – OAK AND STADIUM
Basketball court renovations on campus are a part of the Auxiliary Facilities System FY22 Repair & Replacement Program. The improvement process will include the complete removal of asphalt, rubberized coating, and base, followed by installing new asphalt, rubberized coating mixed with pigment, and new striping. The posts will be repainted and the backboards reused.
24. ACTIVITIES & RECREATION CENTER – REPLACE ACCESS CONTROL TURNSTILES
Current access control entryways at the ARC and CRCE will be replaced with new access control turnstile type barrier systems that will increase security to the facilities and occupants. 25. NATURAL RESOURCES BUILDING – MULTIPLE BUILDING EMERGENCY REPAIRS
The work will address urgent deferred maintenance items using F&S Crafts & Trades to upgrade aging building system components. The scope may also include additional repairs to subsoil drainage systems.
26. ILLINI GROVE – BASKETBALL COURT RENOVATION
Basketball court renovations on campus are a part of the Auxiliary Facilities System FY22 Repair & Replacement Program. The improvement process will include the complete removal of asphalt, rubberized coating, and base, followed by installing new asphalt, rubberized coating, mixed with pigment and new striping. The posts will be repainted and the backboards reused.
27. MEMORIAL STADIUM – TURF REPLACEMENT AND EAST GREAT HALL IMPROVEMENTS
F&S Crafts & Trades and Construction Services will perform various general repairs and replacement work throughout the facility. The artificial turf field surface will be replaced as a part of this work.
28. STATE FARM CENTER – CONCRETE REPAIRS
Concrete and asphalt repairs will be made to the sidewalks and parking lots of the State Farm Center. The work primarily addresses general wear that occurs from the freeze-thaw cycles.
29. ILLINOIS FIELD & EICHELBERGER FIELD – PARKING LOTS, SIDEWALK, AND UTILITY REPLACEMENT
Upgrades to the parking lots, sidewalk, and utilities at Illinois Field and Eichelberger Stadium will improve the conditions of the home facilities for Illini Baseball and Softball while providing extensions to the new training centers for each program. Project work involves improvements for sidewalks, parking lots, and site utilities adjacent to two existing locker room facilities on the Division of Intercollegiate Athletics grounds on the southwest side of campus (south of Kirby Avenue/Florida Avenue) adjacent to the Illinois Field baseball clubhouse and the Eichelberger Field softball clubhouse.
ILLINOIS FIELD OUTFIELD FENCE REPLACEMENT + BACKSTOP NETTING RENOVATION
The existing wood outfield fence will be replaced with a chain link fence at Illinois Field. Padding will also be added to the fencing. The synthetic turf will need to be moved and redone at the edges around the fenced area. The backstop netting will be upgraded.
Rex and Alice A. Martin Softball Training Center
30. REX AND ALICE A. MARTIN SOFTBALL TRAINING CENTER
The new 12,440 GSF Rex and Alice A. Martin Softball Training Center will be constructed adjacent to Eichelberger Field. The center will include a full infield as well as hitting and pitching cages. Both of these facilities will enrich the sports program for Illinois athletes providing greater opportunities for personal and team development.
The Susan and Clint Atkins Baseball Training Center
31. THE SUSAN AND CLINT ATKINS BASEBALL TRAINING CENTER
The new 23,500 GSF indoor training facility for Illini Baseball will include space for a complete baseball infield and pitching and batting areas with retractable netting for player development. The Susan and Clint Atkins Baseball Training Center is located immediately adjacent to the existing Illinois Field baseball clubhouse, locker rooms, training rooms, and offices. A new paved parking area and entrance Illinois Field will be added from Kirby Avenue. The facility will give Illini Baseball an around-the-clock training center that will allow athletes to excel at the highest level with the goal of winning Big Ten championships and competing to reach the College World Series and play for national titles. 32. ATKINS TENNIS CENTER – GENERAL REPAIR & REPLACEMENT WORK
Periodic maintenance work at the Atkins Tennis Center may include repair and replacement of existing finishes, HVAC, plumbing, electrical, casework, technology, and painting. The Division of Intercollegiate Athletics will determine the scope of the work.
Ubben Basketball Complex Expansion
33. UBBEN BASKETBALL COMPLEX EXPANSION
This project will upgrade and enhance Illini basketball facilities to remain best-in-class nationally. The renovated facility will allow greater opportunities to attract quality student-athletes and develop them to achieve at the highest levels collegiately and beyond. The current size of the Richard T. Ubben Basketball Complex will increase from approximately 40,000 GSF to about 71,000 GSF. A new entry will be created off St. Mary’s Road. The entry will include a circle drive and parking for recruits and their families, as well as a large glass-enclosed recruiting lounge complete with memorabilia, uniform, and shoe displays. The entry-level will also provide new coaches offices and meeting rooms. The lower level will offer a comprehensive sports medicine area with treatment and recovery areas, including hydrotherapy pools, and include new locker rooms, player lounges, team meeting rooms, and other team amenities. The project will convert the existing office and team areas into a large training area and a study room that will also be used for team dining. 34. ARBORETUM – COUNCIL RINGS
A donor gift to The College of Agricultural, Consumer, and Environmental Sciences and the U of I Arboretum will allow for constructing a new walkway to the council ring, located south of the Hartley Gardens. This project will provide the proper design and creation of a new walkway that will allow visitors to travel from the existing Arboretum parking lot to the council ring. The new pathway will also provide ADA accessibility between the two sites. As stated in the 2021 Arboretum Master Plan, increasing pathway circulation and ADA accessibility are primary drivers of any new development in this space. F&S Construction Services will perform the work.
35. ORCHARD DOWNS – COMMUNITY BUILDING RENOVATION AND EXPANSION
The Orchard Downs Community Center, built in 1969, is a central gathering place for housing complex residents and home to preschool and after-school programs. The improvement work will increase the multipurpose assembly space and allow users to host larger events. The project will also include new, accessible public restrooms and updated wall, flooring, and countertop finishes. The approximately 3,000 square foot brick veneer building at 509 W. George Huff Drive has a unique floor plan of seven connected hexagonal spaces, resembling a honeycomb pattern. Increased storage space will also be added within the building.
INFRASTRUCTURE AREAS
A. REPLACE ELECTRICAL LOAD CENTER 44 (LC-44)
F&S high voltage electricians will replace outdated electrical load center equipment with new state-of-the-art, reliable equipment. The LC-37 site is located east of the Transportation Building.
B. DOMESTIC WATER SYSTEM INTERCONNECTION
This project will install 160 LF of 12” between the south side of Altgeld Hall and the north side of Henry Administration Building. This interconnection will significantly reduce the number of buildings subjected to outages during urgent or scheduled work.
C. REPLACE ELECTRICAL LOAD CENTER 37 (LC-37)
F&S high voltage electricians will replace outdated electrical load center equipment with new state of the art, reliable equipment. The LC-37 site is located south of the Education Building.
D. NEW FACILITY – UNIVERSITY OF ILLINOIS FOUNDATION (TEMPORARY AND PERMANENT ELECTRICAL POWER)
F&S high voltage electricians will provide temporary power to support the new construction of the University of Illinois Foundation (UIF) Building in Research Park. The power will run from outside of Building 1907 to the site identified by the project engineering design team north of Building 1907. ENERGY CONSERVATION PROGRAMS
ENERGY PERFORMANCE CONTRACTING
An Energy Services Company (ESCO) will perform an on-site audit of the campus chilled water system and its primary plants. They will verify equipment nameplate data and piping, assess the condition of existing equipment, review the control system, and conference with facility personnel. The work will occur at the following campus locations:

1. UNIVERSITY HOUSING – CARD ACCESS SYSTEM COMPONENT UPDATES
.University Housing will replace existing card access system components at residence halls and facilities with a system that aligns with campus goals for enhanced security protocols using the iCard program. This project will be a multi-year effort, and locations for FY23 will be prioritized. The work will be completed by University Housing electricians and supported by F&S Crafts & Trades as required.
2. FIRE HYDRANT REPLACEMENTS
Five existing fire hydrants that have exceeded the expected service life will be replaced with five new hydrants. Material is on back order, and locations will be determined when units are received.
3. REPLACE SEVEN PAD MOUNTED ELECTRICAL SWITCHES
F&S high voltage electricians will replace seven electrical Pad Mounted S&C PME-9 switches with new, modernized, and G&W switches.
4. CURTIS ROAD NATURAL GAS REGULATING STATION – PAINT EXTERIOR GAS PIPING
An OQ Qualified high-pressure gas transmission piping system painting contractor will paint the exterior gas piping at the Curtis Road site.
